The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a categorised as a Schedule 3A public entity in terms of the Public Finance Management Act (PFMA). Its mandate includes:
• Developing and implementing a sector skills plan
• Promoting learning programmes
• Registering learning programme agreements
• Serving as an Education and Training Quality Authority
• Collecting and disbursing skills development levies
• Liaising with the National Skills Authority
• Reporting to the Director-General of the Department of Higher Education and Training on its activities
The CETA would like to make the following appointment on a fixed-term contract up to 31 March 2020, renewable at its discretion:
Specialist: Internships and Graduate Placements
Based at Head Office in Gauteng
Reporting to the Manager: Graduate Development
All-inclusive salary package negotiable
Job Profile
The Specialist: Internship and Graduate placement will ensure that all CETA processes for CETA funded entities are adhered to.
Minimum Requirements for the Position
• A three-year university degree or equivalent qualification, preferably in Project
• Management or related field
• At least three years’ experience in the education and training environment of related or a related area, preferably in a SETA
• Knowledge of the NQF, QCTO quality assurance policies, procedures and processes
• Understanding of the PFMA
• Above average understanding of the South African skills development environment
Duties and Responsibilities
•Development of the Business Plan for the Unit
•Ensure the operationalisation and the implementation of the Unit’s Plan
•Reporting to Manager: Graduate Development on the activities of the Unit
•Development of relevant process flows for all activities of the unit
•Ensure the development and review of policies, processes and procedures pertaining to functional area
• Assess and monitor organisational risk from the Unit’s point of view
• Ensure Unit compliance to relevant prescripts and organisational policies and procedures
• Ensure that documentation submitted to Management complies with the CETA policies, procedures and processes by quality assuring submissions for completeness, accuracy and relevance
• Keeping abreast of changes in legislation, regulations or the skills development environment by participation in stakeholder and governmental forums and structures
• Support the CETA-funded entities to fulfil the requirements of the discretionary grants offer letter in relation to graduate support learning pathways
•Management of learners information from the CETA-funded graduate support projects
•Support the CETA-funded entities in the uploading of learners information on the CETA MIS (Indicium)
•Reporting to Manager: Graduate Development on the activities of the Unit
•Development of relevant process flows for all activities of the unit

• Follow-up on the invoicing and payments of graduate support projects in collaboration with Joint projects management team.
• Manage the addendums to contracts of multi-year projects, in collaboration with the Monitoring and Evaluation as well as Learner contracting and information management departments
• Liaising with Universities, TVET colleges and other institutions of higher learning to source interns for placements in different projects
• Map the professional councils candidacy registration requirements to CETA performance reporting requirements to make sure that we reach our Annual performance targets
• Manage the close-outs reports for all graduate support projects.
• Perform other duties as assigned
